...not sure you intended to put it that way but "someone" implies a human observer. Seems to me that a more general biological consciousness of some sort would be all that's needed for the physical universe to manifest in the manner we and other organisms experience it. "Universal" consciousness or self awareness could be the real purpose of biology and that the universe strives or is destined to produce it.
