I get rather conflicting ideologies about life in Mexico as an ex-patriot.
Couple of people do really well there, mostly they are retired and live in places such as where you mentioned, living the quiet life. Laying low.
that's what I would do.
However one thing I didn't know is that you are not allowed arms, that's not a country I would want to be in then, especially with the current drug situation relating to cartels, which this country is largely responsible for due to our lavish lifestyles of excess debauchery, and our insane policies relating to them only make the black market more attractive.

NY is pretty safe for the most part however I've been around the block a few times, my life was threatened a few times over cigarettes. Since they are about $1 each here I've had some characters over the past 17 years while working in Midtown mention they would kill me if I didn't share one. I've seen a lot of shady activity going on a few blocks from the UN. Gang activity, drug running and prostitution. The difference here is it is covered up by smoke and mirrors, not out in the open. Their clients were lawless diplomats.
I've read you can bribe police in Mexico for as little as $5 USD. Lawless, but knowing arms are not allowed that changes things a LOT for me.
