Hey bcowen, I feel your pain. I have clients in NC and SC, and I don't remember what county it was, but they wanted to charge me income tax, make me buy a license to do business in their county, and a penalty for not having a license. WTF?! My written reply to the county commissioner explained to them that this was a purchase order received in the mail - from the County - and I'm in Texas, and that I trust they won't harass me anymore, which they didn't - but they also never apologized for the screw-up.

Having said that, remember that those were "tough" years for local and county governments, and they were pulling out all the stops to shake money out of people. Kinda reminds of the Sheriff in the kids cartoon movie version of "Robin Hood", he manages to find the one coin that the old man was trying to hide/keep.
