I grew up in new england - and was pretty well acustomed to walking up the hill in a blizzard and having the power go out from Ice or a hurricane-
but here in the west - it seems that most of the outages are due to a lack of maintenance.

Yes, there are storms and slides that take out lines, substations and the like - but it is a sunny day here in SF - sunny, calm breeze, 70 degrees- and a transformer catches fire!....
