How so?
Well now. One day I was in a hurry to get to the AWMemorial on time for a scheduled / rostered tour.
I went passed the speed camera, which uses laser and radar at an indicated 110 km/h. the limit being 100km/h.
But I did not get booked, so 'they' must have a rule of thumb.
I also know that our speedometer is a bit 'optimistic' as muttering rotters used to write back in the days before tough speed limits. So, you're not going to get booked doing 100km/h indicated, because you're probably only doing 95km/h or so.
If we are running to a tight schedule, I add 5 to 7% to the cruise-control setting. It seems so do most other folks. So far, so good.
I don't LIKE speed limits, but they are law.
