I had those security hex screws you described on my front license plate mounted toll transducer. The device fit across the top portion of the plate with holes in it to secure the transducer and the plate. But I didn't mount the plate, just the transducer.
Last time I checked it's a $75 fix-it fine for not having a front plate. I've been here 20 years now and have never been cited. Knock on wood.
The toll system has since gone to small thin inside-the-windshield stickers with RFID chip in it. We no longer need the bulky plate mounted device.
