There must be another issue here. Some years ago we had a female carrier in our 94 unit complex. We had a mail storage box at both ends of the complex which covers less than a city block. She requested another box be placed in the middle of the complex and we refused. To shorten her rout she began waling on lawns even through the snow and doing minor damage to gardens. When we requested that she use the sidewalks she refused to deliver mail to anyone who had even a small amount of snow on their walk, even though she had been walking across snow covered lawns previously. She brought the union into the issue and mail service was disrupted until management transfered her somewhere else.
