often used to self-congratulatorily proclaim a questionable achievement or worth, and in the process attempt to distract the attention of all from what has NOT been achieved...As such it is a convenient tool for propaganda, whether local or national, though it does place some reliance on an "accepting" public (a public not motivated to ask awkward questions where they feel such may be required!)...
There will, for example, no doubt be many claims for "progress" in North Korean society that may be viewed sceptically from those outside it's borders...
Similar results will probably exist for public or cultural claims from a lot of other countries, as well!...
