Pioneer SX-780 Dial Lighting Question

Greetings,

I just purchased a Pioneer SX-780 receiver, on eBay. One of the dial lights appears to be burned out. When I opened up the case to investigate, I noticed that the dial lighting bulbs were epoxied into the clear plastic piece that they mount to.

Is this normal?
