Yes, the power envelope design allows the amplifier to behave as if it is much more powerful for very short periods of time. Technically I have no idea how it does this, but you could find sales brochures on ebay I'm sure. I believe both phono sections are the same (except if I recall the 3240 had an MC input?), and derived from the 3020.
