Best value??

That's hard to judge. It really depends where you are and what you have access to. You could pay hundreds of dollars for a sweet pair of ADS 710's or 810's on eBay, pay under 100 at a yard sale, or get them for free from someone who just doesn't want those "old" speakers anymore.
Something like the highly recommended EPI 100 could be free if the foam surrounds are gone, or you could pay if they are done. Many if not all audio "civilians" think that speakers with rotted foam are ruined and worthless.
If I had to start all over from scratch I'd want:
Mid size bookshelf:Something from the ADS 500 series (L500, 520, 570 etc.)
Minispeakers: ADS 200 or 300 series or Visonik David or even RS Minimus 7's
Large bookshelf: ADS L810 and/or AR 2a
Of course, there are lots of other speakers I own and could live with, and plenty of other speakers I might like if I tried them. Just about any quality speaker can be useful in certain situations and especially if the price is right.
One of these days we're gonna have to do a thread for speakers we had and did not like...
