Harbor Freight, Radio Shack, Fry's (etc.) are places to buy cheap meters. You can probably get a meter that also measures capacitance for $20-30. That way if you forget how to read the codes (like I do) you can just measure it. It's also a great idea to measure everything before you solder it in.
