Those biasing instructions for the Scott 299A never made much sense to me....The photofact schematic calls for -11 to -12V bias voltage at the grid...if yours are close I'd suggest leaving it at that.
If you haven't replaced the selenium rectifier with a silicon diode you should do that...your bias voltage will be less negative than it needs to be which will also affect the filament voltage to your 12AX7 string....not to mention the peril that will befall your amp if it fails.
