Sherwood 5000

I have two Sherwood 5000 mkI integrated amps, I'm about to have someone start working on them.
My question: Which of the following has the greatest impact on the sound?
1. Caps?
2. Power tubes? (el84)
3. Preamp tubes?
And for each is there a preferred type (cap/EL84 power tube/preamp tubes) for this amp.
Looking for a sweet sound with a tight bass. They will be used with refurbished Quad 57's.
