Its rectifier diode time no doubt and or filter caps.When you say refurbished,what was replaced? A refurb can be anything from replacing a fuse and cleaning controls to painting transformer to totally recapping a unit and power supply rebuild.If the fuse blows instantly tho you most likely have a shorted diode or a dead shorted tube.
