If it is problematic, it aint workin'

Do not risk other tubes (regardless of their individual value) or possible output transformer damage until you measure & check the stage coupling-duty capacitors (for direct-current thru-leakage) & cathode bias voltage circut & grid resistors. Perform similar measurements & checks of the power supply section. The BASICS are that such aged part checks & measurements be performed prior to ever powering on to see if it lights up or sounds OK. FWIW, if you could not solve the hum issues with those other tuners, you probably can do no better with this one either (alto such is possible when your skill level advances beyond tube swapping). Basic multi-meters may be had for about $20 @ local Hardware, Auto Parts or Radio Shack stores.
