Thanks for all the suggestions guys. I did stumble across a custom box dealer that plastic boxes and foam inserts:

Thinking out loud here... you could use a less dense foam layer around the component and then a more rigid foam layer on the outside.

This is starting to sound like a lot of work and a standard Acme J-11 corrugated box and bubble wrap may still be the best option!
