Then the best advice I can offer is to see if you have access to your attic and see what you can put there.

And if you are somewhat of a risk taker, you could always install an attic pull-down door and put an FM antenna on a rotor in this area.

This probably violates the HOA rules, but how often do they actually hire someone to crawl around the attic space above people's units?
