Re: I answered my own question, sort of.

Take a look at Brian Beezley's post-detection HD radio self-noise filter at http://users.tns.net/~bb/ibocfltr.htm. It can be put together with ordinary components in a variety of ways and inserted into the tuner's circuit with a little ingenuity. It does a good job of cutting out the noise, without noticeably affecting sound quality of the desired analog broadcast. A lot cheaper than a Fanfare or MD tuner.
