NEVER attempt to,lower the mast sidewasy with antennas on top you WILL damage the antennas.
May I suggest that you consider no base and using 4 brackets - in two pairs on either side of the mast - and a 3 to 4 inch UVPVC pipe say 8 to 16 feet deep - set vertically into the ground - so you CAN lower the damned thing and then have some chance of using a ladder of this type /\ okay?
