I own a pair of B&W mini monitors from the early nineties which came with that sprayed-on garbage. They are also sticky!
Unfortunately, I do not know of a way to clean a surface like that and prevent it from becoming sticky again. You might have to remove the finish entirely and re-spray the cover with something else.
Many years ago, the tape turntables on one of my ReVox A-77 open reel decks started to get tacky and it was covered with Nextel. I used lacquer thinner and removed all of this crud, re-primed the metalwork and re-sprayed them with satin black lacquer.
I never experienced a problem from then on!
