They can't.
The big advantage is packing 'more' into the RF bandwidth for broadcasting, at lower quality, except for video!
DAB does at least have a 'reception re-engineering' pedigree, coming from central Alp-ridden Europe as it does, DAB would give good stable reception in such conditions and also in concrete canyons, which FM can't. Multipath, in a car, is a movable feast!
It's a governance issue, now!
