how far away from you is the NPR station's transmitter?

Is the antenna a whip type?

Why do you need a Sleuth?

IMO you would be far better off with a directional antenna with a good bit of gain outside, up high & pointed at the transmitter.

In my experience valve front-end tuners need to be driven quite hard to get to full quieting and are not as good at dealing with multi-path effects (from reflections on the signal's path to you).

FM and TV signal amps - like the Sleuth - tend to add noise to the reproduced sound.

IF you can't have an antenna outside and up high do you have a loft space with a long axis pointing at the transmitter?

Stereo FM in the home with low noise and distortion depends way more on the antenna than on the tuner.
