The FCC won't bother you. They have other things to do besides drive around with radio direction finders busting people with 1 watt FM transmitters.
DO be careful that you don't interfere with some licensed station, however. Just not good form.
There's a number of pirate stations that have been operating for years in Boston area with power levels between 500 watts and 1 kilowatt, and the FCC has yet to shut them down.

Haitian-language pirate stations broadcast from the Brockton, Massachusetts area on 94.9 and 96.5 FM and 89.3 from Randolph, MA. The Randolph station is still on the air six years after being fined $10,000.
