In my experience, the higher quality of the "left" end of the dial (lower frequencies) has had more to do with more focus on the quality of the broadcast - rather than pushing the signal to reach a larger area, and override adjacent channels- especially at the periphery of the broadcast range.
Here in the SF Bay area I would give Highest marks to KPFA for signal quality, and KALW, KCSM, Being next in line.
On the Commercial side - KMEL has always been pretty bad, and I prefer KFOG and KKSF in MONO...YMMV
I am not sure about the statement that 'they can use more power' - typically these stations run on a shoestring budget - at the left end of the dial - so even if they could - they probably can't afford it...
