Poor Mr. Bill has opened Pandora's box! If you look at http://fmfool.com/ you can get a pretty good idea how good or bad your reception situation is.
I use an outdoor antenna installed inside the attic of my house. Works great; my house has concrete roof tiles (common in Arizona). No HOA or zoning issues since they can't see it.
If, as the cliche goes, you can read in your yard by the lights of the tower the diminishing return on an antenna upgrade may be small.
