In your case I would make thus.
The first capacitor from rectifier 22mF oil - choke -100mF BG WRZ.
80 % from value of voltage could be applied earlier, for a long time, in connection with unreliability electrolitic capacitors and jumps of voltage in a power line.
Now capacitors take into account possible time an overvoltage, especially such brands, as manufacturer BG.
If at you a maximum 490V, I would not began to be afraid and have put BG 500V.
Besides if at you the having transformer will allow to put additional loading, I would recommend to put the shunt on 20 - 30 mA. It will reduce voltage by ten volt. But at you not the big value choke, unfortunately.
