If R5 is shorted then there should be no global feedback applied but an input signal should still pass through the amp and the output signal level should be significantly higher (compared to when feedback was being applied). This indicates you have a fault in the input stage, and most likely wiring or poor solder joint or ....I can only suggest that you initially try and confirm each circuit connection has a zero ohm continuity path - eg. stick a probe in to pin 3 on the top of the V2 socket and use your DMM to check resistance to top leg of R9, and then to top leg of R5 and then to the gnd end of R5 - etc etc for all circuit paths. Even the example test for pin 3 continuity may miss a poor connection from a valve pin to the socket, although DC voltages would be another way to confirm continuity.
