I'm in Europe, UK in fact, and over here we're lucky to have Rod Coleman filament regs. See Lyrima. These are now widely used in many countries, especially for SE designs and DHT builds. I and many others rate them highly and this would be a good place to start. I've built a lot of 300b output stages and 01A preamps with these regs and they're typical applications for them. The 01A is good in filament bias - no bypass capacitor. If you want the best possible sound in filament bias, put chokes in the filament supply. I have an 01A pre on my bench building right now with such a choke loaded filament supply, Hammond chokes. All the above should quieten things down.
I won't comment on the power supply other than to say that the last cap should be a DC Link one for best sound.
