I found (3) bad testing 10uF 50V surface mount electrolytic caps on the card with an in-circuit ESR tester.

Ordered some replacements, nothing to lose at this point.

No schematics and a card filled with hundreds of tiny surface mount components typically mean buying another device to replace the failed one.
