Yes, but just because a stage inverts the signal, output vs. input, does not make is a "phase inverter".
A phase inverter takes a single ended signal and produces two output signals. One in phase with the original input signal and one out of phase with the original input signal.
A phase inverter can be thought of as a circuit that has a unbalanced input and a balanced out.
A stereo preamp that has unbalanced inputs and balanced outputs IS a phase inverter. In fact, two phase inverters.
A preamp that has unbalanced inputs and unbalanced output (and the output signal is inverted vs. the input signal) is not a phase inverter. It's just a preamp that will force you to hook up your speakers backwards (plus to minus and minus to plus) if you want to maintain absolute polarity.
