RE: 7199 VS 6AN8

The Heathkit UA-1/UA-2/AA-61 uses the 6AN8; FWIW I believe it is well regarded.

If you're going with separate envelopes, consider the EF86 - it has a reputation for especially good sound and can be very quiet. The best old-stock have become quite pricey, but it's in current production at reasonable cost and sounds good.

Assuming the pentode is direct-coupled to the phase splitter, the pentode plate voltage is quite critical; if you don't mind a little "sand in the gears", a bias servo could be useful.
