Heathkit sold many models of kilowatt RF amplifiers over the years, some of which operated at 3KV. No one ever had to sign a waiver, and I never heard of litigation or anyone being injured or electrocuted. That aside, the precautions for working with 1KV are essentially the same as 400V. Use your right hand to hold probes (to avoid creating a path through the heart if the probe slips or fails), and keep your left hand in your pocket. Make sure your test equipment is rated for the voltage being tested. Always unplug the AC and discharge the HV through a suitable resistor/shorting stick before touching the circuit or using a soldering iron or ohmmeter. I like to discharge first, then connect a clip lead from HV to ground while I'm in there.
