To get some more information, you could check the bias voltage with your multimeter and see if the voltage changes after a few minutes.
When the bias voltage is stable, then check if the high tension voltage is stable.
It can be a leaking coupling capacitor.
Just replace it with another one (can be a completely different value, it is only for testing) and see if the tubes are stable now.
It could be even the current testing resistor that you are using (normally a 10R or so). It can change its value when it gets hot.
