Well as always with engineering - it depends!On a power amplifier you have some freedom but the common practice is to orient the power transformer 90 degrees from the output transformers, especially if close together. Where you have low level circuits using tubes like phono and tape head preamps, you have to be more careful and keep the transformer far away as possible plus mind the field patterns.
I would say you should be OK just flipping it as that does not really change the field that much if any.
In older tube scopes and professional video monitors, you often see the power transformers mounted at really weird angles to avoid interacting with the CRT.
