The circuit and the load will be whatever you build.
If the audio circuit draws 10ma. at idle, it can only decrease to zero and increase to 20ma.
If the VR tube is set to 15ma. while the audio tube is drawing 10ma then when the audio tube decreases to, let's say, 5ma the VR tube will automatically increase to 20ma.
When the audio tube increases it's current draw to 15ma the VR tube will automatically decrease to 10ma.
This will keep the total current draw at 30ma across the drop resistor and that will keep the voltage the same at all times.
That, after all, is the whole point.
