RE: More questions regarding voltage regulator tubes

If the tube is only using 5ma to regulate and the load is 10ma then we need 230volts(.015A)(.015A)=1.9 watts. I would think this to be the case most of the time.
If the tube is using 30 ma to regulate the voltage plus 10ma load then the power dissipated would be 13.4 watts. Would it not be better to choose components on this "worst" case basis?
