Yes, the 7199 has gone the way of the Dodo.
The 6GH8, 6U8, and 6BL8 pin out identically. If you dig into the Scott schematic archives, you will observe that the 3 types are more or less interchangeable.
FWIW, I prefer the 6BL8, for a number of reasons, including the availability of some very nice European NOS. However, decent U.S. made OS tubes of all 3 types will get the job done, well.
A mix of 716P series Orange Drops and Soviet surplus K40s will take care of your coupling cap. needs. Mixing dielectric type allows you to hear the amp., not the capacitors. 716Ps are polypropylene film and aluminum foil. K40s are hermetically sealed paper in oil (PIO).
BTW, it's NBD if a carbon composition grid stopper drifts out of tolerance. Elsewhere, replace carbon composition parts with either carbon film or non-inductive wirewound parts. Never go down in wattage rating.
