The strongest bond will be a solvent-based contact cement. I keep a bottle of Weldwood around the house for minor repairs, but you'll probably want a can so you can apply it with a roller. If none of this is available where you live, ask your local lumber yard what their contractors use for gluing Formica to countertops.
