I could not find any definitive answer. However, their technical specifications are different (ОЖО 464.078 ТУ or ОЖО 464.202 ТУ for K75-10 and ОЖО 464.144 ТУ for K75-10B).
"B" or "BП" in designations of Russian parts stand for "military". I have to admit though that I have seen K75-10 caps with military acceptance lozenge.
K75-10 capacitors are metallized. Foil caps are K75-15 (kilovolt ratings) and K75-12.
