RE: Film Capacitor is a must for Regulator??

Either a paper in oil or a film cap is going to be much better than an electrolytic for the charging cap. Since you can't hang a ton of capacitance off a rectifier tube,it is important that you get the most efficient cap you can for that first cap.There are good lytics but to get the best ones,you have to go way up in value and you can't do that in your case.
The film cap is going to be much more stable then the lytic and deliver more energy to your load.They have almost no leakage and they don't stress the dielectric in film caps to get the value they need. Notice that a 35uf film cap is as big as a dual 100uf FT lytic. There is a noticeable difference in using a film cap in the first position and yes,they are much more stable because they exhibit far less leakage than a lytic.
