But that's bias current only - the resistor sees that along with an AC component when the amp is in use. The waveform of the program material passing through that tube is also creating a voltage across that resistor. As well, unless the amp is class A there can be significant variations in current through the tube.
But having said that I agree - a 1 watt film resistor should do quite well.
