Use a current limiter on the primary.
Depending on the transformers efficiency
you would need a CL-50, CL-60 or CL-70.
At $2ea get all three and see which one
will give you the desired output voltage.
It will also give you a nice slow warm-up.
You could also try a 1.5 ohm resistor.
That is just an estimate as you will
need to adjust for the aforementioned
efficiency of the transformer varience.
