I just got an email from another fellow whom sent me a link to HP archive, I found those caps on the parts list, it said "fixed, paper, 4 mfd, +/- 10%, 600vdc" while some other caps on the list clearly specified as "fixed, electrolytic".
So PIO probably right. thank you.
BTW, hard to believe those caps still holding the spec extremely well, it came from a signal generator, it probably older than most of us here. all caps measured almost dead on 4 mfd, with very low ESR.
