Thermal noise is a very real phenomena. Just start poking around microwave link design. So perhaps dividing the power dissipation across two resistors means a greater surface area to radiate heat and thus the thermal noise is lower.
Of course now you have new problems versus a single resistor depending on the application. More exposed antenna area, more capacitance, etc. Again depending on the application.
Engineering is always a compromise, no exceptions ever!
