Every fluorescent lamp made has some mercury in in it. Electrically energized Hg vapor emits UV, which is converted by the phosphor to visible light.
Early fluorescent tubes used a phosphor that was beryllium (Be) based. Be salts are highly toxic. Unlike most toxic metals, like Hg, Pb, and Tl, which have large atomic numbers (heavy), Be is atomic # 4 (light). The light atom presents problems for poison treatment.
