However, I think the intent here is to connect the capacitor on a temporary basis, only to assist with burn-in. The issues with X and Y capacitors are a UL/CSA/VDE issue and affect permanently installed equipment.

How many of us have wire-nutted our variacs to the line in order to perform testing and burn-in of our amplifier projects? Certainly this is 'breaking the rules' of the above standards organizations. Sure, I could put it all through an isolation transformer first, but we're talking about a temporary, supervised installation. Anyone ever pull the battery out of your smoke alarm when you burn a pizza in the oven?

As long as you stand back when you energize and ensure some degree of personal protection (fuse, breaker), there should be no concern about what one does in the privacy of their own home on a temporary basis.
