Hi,
For $400 or so bucks, I think it would be hard to even scratch build an amp like this. I scratch built a DIYTube push pull EL-84 amp a couple years back, and spent about the same amount. It was time consuming,(but fun), and it wasn't nearly as pretty as the one your interested in. The amp I built sounded very good, and I would reccomend it to anyone as a low power, excellent sounding tube amp.
Make sure your Daughters speakers are efficient enough. 90DB/1W/1M or better should be fine for the Dorm.
