It is VAC CPA-1 heavily modified.
I found the problem that caused the imbalance.
It was due to shortage between 2K resistor (the most input-ward) and input wire in DACT 10K attenuator in the left channel. As a result the left DACT attenuator acted as 8K attenuator. [Increase in voltage by a step is proportional to (step resistor value/8) for the left channel instead of (step resistor value/10) for the right channel. So 20% increase in the left channel.] In reality, it is not the reduced output from the right channel but the increased output from the left channel that caused the imbalance.
