Listen to the output of the filter at the grid of the second stage. If the sound is OK there, (it will be at a very low level but you should be able to hear it) then the problem comes after the second stage. You might have to throw in a cathode follower after the second stage to give proper loading.Before getting all fancy with batteries, try just using some 1.5K resistors with a cap. Make sure you have the circut shielded from any noise sources like transformers. Try also lifting the tonearm extra ground wire.
Does it make the noises listed with the inputs shorted? What is the source impedance of the circuit you are trying to drive? Try something much lower.
